On each turn, the pulsar's sensor-distorting effects rotate clockwise.

In-game Text

Radiative (sic) emissions from the Radio Pulsar disrupt sensors in this sector and adjacent sectors. As the Radio Pulsar rotates, its effects move clockwise through the eight adjacent sectors.

Notes

Contrary to the game text, a radio pulsar affects sensor readings in 12 sectors, extending 4 sectors from the pulsar.

The reduction to Scan Strength ranges from 2 to 32, depending on the distance from the pulsar.
